The concept for ICAM was conceived following discussion with OPS personnel after the publication of the Pipeline Safety Improvement Act 2002. These discussions indicated that going forward the OPS integrity inspections would have both documentation and an implementation component. Additionally, the fact that Management of Change, Communications, Quality Assurance and Record Keeping were going to be broken out into separate elements was pointed out.
Subsequent meetings with the OPS resulted in the opportunity to apply for and receive a SBIR grant to fund the development of the web based activity management application. Panhandle Energy agreed to participate in and champion the development and PI Confluence was subsequently formed to manage the commercial aspects of ICAM.
The initial implementation of ICAM with Panhandle was in late 2005. Since that time we have implemented both in the US and Canada, for operators with as little as 7 miles of HCA to those with over 1500 miles.
